No, it's not a racist occasion... March 14th is marked as "White Day", otherwise known as "White Valentine's Day" in parts of Asia (Japan, Taiwan, South Korea, and China).
On Valentine's Day (2/14), girls are expected to give boys/men chocolate gifts, either handmade or store-bought (though handmade is preferred) as an expression of love or courtesy. So on White Day, boys who received these chocolate gifts must return the favor by giving gifts, usually three times the price of the original gift (sanbai gaeshi 三倍返, literally "three times return"), which can range from cookies, jewelry to even handkerchiefs. Nevertheless, I simply view it as a good excuse to eat chocolate... :P
